As in the previous seasons, the draw was with seeded and unseeded pots. The top flight teams and the best-placed second-division teams from last season were placed in one pot, and everyone else in another. Since this round is playing in a single leg, the lower-ranked teams are hosts.
This season, the required quota of 32 participants was not met. Only 29 teams registered, so holders Vardar and finalists Struga, according to the rules, will skip the first round and will start from the eight-finals.
